Statement of Non-Discrimination
No person on the basis of race, color, national origin, or transportation disability will be subjected to discrimination in the level and quality of transportation services and transit related benefits.
Any person or persons who believe that there is such discrimination may file a complaint with the Federal Transit Administration and/or the U.S. Department of Transportation.
Notice of Proposed DBE Goals
The Casco Bay Island Transit District (CBITD), a quasi-municipal ferryboat operator in Casco Bay, announces that its proposed DBE Goal for FY2011 and FY2012 is as follows:
Non-vehicle Capital Assistance Programs: 0.53% of funds expended in contracts funded in part by the Federal Transit Administration.
A description of how the goal was determined is available for inspection for 30 days from date of this notice during normal business hours at the District’s office located at 56 Commercial Street, P.O. Box 4646, Portland, Maine 04112. FTA and CBITD will accept comments on this goal for 45 days from the date of this notice. Comments may be sent to CBITD at the above address or to the Federal Transit Administration, Suite 920, 55 Broadway, Cambridge, MA, 02142. DBE businesses are encouraged to inform CBITD of products and services they have available by contacting R.S. Horr at 207-774-7871 ext 133. The District solicits and encourages Disadvantaged Business Enterprises/Women Business Enterprise participation in all federally funded projects.

General Statement
The Casco Bay Island Transit District is fully committed to the concept of equal employment opportunity. It is, therefore, the policy of CBITD that:
- No practice, activity, policy, or decision which discriminates against an individual or group on the basis of race, color, age, sexual orientation, national origin, political affiliation, physical or mental disability, except as a bona-fide occupational qualification, shall be allowed to exist.
- All necessary steps shall be taken to ensure that applicants and employees are treated equally during recruitment, hiring, and employment.
- Recruiting sources will be informed orally and in writing of the CBITD policy stipulating that these sources refer minorities for all positions listed.
Recruitment
CBITD considers qualified applicants for employment on an equal basis without regard to race, color, age, sexual orientation, national origin, political affiliation, or physical or mental disability, except as a bona-fide occupational qualification.
CBITD will continue to recruit qualified applicants from all necessary and available sources, including employment agencies, placement bureaus, colleges, universities, etc. and will continue to refrain from the use of recruitment practices and sources where it appears that direct or indirect discriminatory practices exist.
CBITD will use its best efforts to ensure that minorities and females are adequately informed of current and future employment activity through regular local minority publications, and involvement with local minority/female organizations and community action groups.
In publicizing job openings, all advertising and all recruiting brochures shall contain the phrase "An Equal Opportunity Employer."
Employment and Promotion
All applicants for employment and promotion are considered and placed without regard to race, color, age, sexual orientation, national origin, political affiliation, physical or mental disability, except as a bona-fide occupational qualification.
Employment application forms are properly worded to conform to all Federal and State laws and a periodic audit will be conducted to ensure continuous compliance.

Facilities
All work area, lunchrooms, and restrooms shall be maintained on a non-segregated basis.
Hiring Practices
The Casco Bay Island Transit District will continue hiring practices designed to achieve a reasonable representation of minority employees at every job level.
CBITD Weapons Policy
The following policy was adopted by the CBITD Board of Directors on November 16, 2007:
No weapon* of any type may be carried onto or into any Casco Bay Lines vessel, pier, or terminal, except upon satisfaction of all of the following conditions:
- The person carrying the weapon has all necessary permits and licenses;
- The weapon is packed or contained in a carrying case or sheath and the weapon is kept out of sight;
- The weapon is never handled or displayed while on the vessel, pier, and/or at the terminal;
- The person carrying the weapon never leaves it unattended while on the vessel, pier, and/or at the terminal;
- Firearms are unloaded and ammunition is packed separately.
*The term "weapon" shall be interpreted broadly to include any firearms, bow and arrow, knives (excluding a small jackknife for personal use) or other instrument of attack/defense or for hunting purposes.
CBITD Board and Committee Meetings
All meetings of the CBITD Board of Directors and committees are posted at the Casco Bay Ferry Terminal at 56 Commercial Street, Portland, Maine, on the bulletin board in the hallway going to Gate 5. This is the official site for posting any upcoming meetings. We also post meetings on the Web site, the TIDS screen, on the vessels, via the e-News Update and around the terminal. Meetings are also noted on the Board of Directors meeting agendas.
All Board of Directors and committee meetings are open to the public.
Expired Ticket Refund Policy
The CBITD Board of Directors has approved a change in the expired ticket refund policy. The new policy now states:
After a ticket has expired, each ticket can be turned in at the ticket counter toward the purchase of one ticket of the same type (e.g. adult for adult, child for child). The cost for swapping each ticket will be 25 cents per ticket. The cost for swapping an expired vehicle ticket will be $1.00.
The current refund policy stands for commuter tickets and monthly passes.
Pass Program Policy Update
Special Student Summer Passes
The Transit District's policy concerning the use of Special Summer Passes issued to students who live year-round on Peaks, Great Diamond and Cliff Island is as follows:
- You must show your pass to the deckhand in order to board the boat.
- On the first occasion that you do not have your pass, you will be issued a complimentary ticket at the Ferry Terminal ticket window (in advance of boarding). The complimentary ticket will be recorded for future reference.
- On the second or any subsequent occasion that you do not have your pass, you must purchase a ticket. This ticket will be refundable when you present your pass at the Ticket Window on a subsequent date.
- Passes are non-transferable and may only be used only by the person named on the pass. Failure to abide by this rule may result in permanent loss of the pass.
- If you lose your pass, a replacement may be purchased for an $8.00 fee.
- An "emergency loaner ticket" is provided to children unaccompanied by adult(s) who don't have sufficient funds to purchase a ticket for the return trip home.
Adult Frequent Rider Passes
The Transit District's policy concerning Adult Frequent Rider Passes includes the following restrictions:
- You must show your pass to the deckhand in order to board the boat.
- If you do not have your pass, you must purchase a ticket. This ticket will be refundable when you present your pass at the Ticket Window on a subsequent date, with a limit of refunds to two times within a twelve month period from date of issuance.
- Passes are non-transferable and may only be used by the person named on the pass. Failure to abide by this rule may result in permanent loss of the pass.
- If you lose your pass, a replacement may be purchased for an $8.00 fee.
General Rules for Carry-on Items
General Rules
Any item which cannot be reasonably and safely carried in hand or in one of the allowed personal carriers (described below) by a passenger in a single boarding must be shipped as freight. The captain may refuse transportation of any baggage consisting of articles which may jeopardize the safe operation of the vessel or safety of passengers.
A passenger may only use one of the following wheeled carriers to carry personal freight on board a boat:
Allowed Personal Carriers (Carry-on Devices)
- a two or four-wheeled personal cart
- a 2-wheeled (only) personal wagon
- a 2-wheeled (only) dolly (hand-truck) w/secured load
- a baby carriage
- a normal suitcase caddy
The personal carrier (carry-on device) must fit within the dimensions shown below:*
Allowable Dimensions for All Loaded Personal Carriers (Carry-on Devices)
- Length: maximum 25” from front to back, excluding handle (as may be applicable)
- Width: maximum 25” outside of wheel to outside of wheel
- Height: maximum 43” from ground to top of handle.
* Exception is normal dimension of a baby carriage.
The carrier must be reasonably loaded and exclude fuel tanks, heavy motors, or unduly heavy or unwieldy objects. Items in the carrier must not protrude beyond the dimensions of the carry-on device, or above the handle, as applicable.
Four-wheeled dollies are NOT allowed as personal carry-on devices and must be shipped by freight.
Once on Board
Once on board, personal carriers must not obstruct passageways or interfere with passenger space, deckhand work areas, or safety equipment. It should not be placed near the paid freight, as it could be mistakenly put off at an island.
U.S. COAST GUARD REGULATIONS PROHIBIT THE CONVEYANCE OF ITEMS WITH GASOLINE ON ANY OF OUR SCHEDULED RUNS. THIS INCLUDES GASOLINE CONTAINED IN LAWN MOWERS, WEED WHACKERS, CHAIN SAWS, ETC. PLEASE RUN THESE DRY BEFORE ARRIVING AT THE TERMINAL.
